Kota Kinabalu: Lima muka baru antara 11 anggota Kabinet Sabah yang dibentuk selepas Barisan Nasional (BN) menang majoriti lebih dua pertiga pada Pilihan Raya Umum Ke-13 (PRU-13), Ahad lalu.
Mereka adalah Ahli Dewan Undangan Negeri (ADUN) Apas, Datuk Tawfiq Abu Bakar Titingan (Menteri Belia dan Sukan), ADUN Karambunai, Datuk Jainab Ahmad (Menteri Pembangunan Masyarakat dan Hal Ehwal Pengguna), ADUN Paginatan, Datuk Siringan Gubat (Menteri Pembangunan Sumber dan Kemajuan Teknologi Maklumat) dan ADUN Melalap, Datuk Radin Malleh (Menteri Pembangunan Luar Bandar).
ADUN Tanjong Kapor, Datuk Teo Chee Kang dilantik sebagai Menteri Tugas-Tugas Khas iaitu portfolio baru diwujudkan bagi menggantikan Kementerian di Jabatan Ketua Menteri yang sebelum ini dijawat ADUN Senallang, Datuk Nasir Sakaran yang digugurkan.
Bagaimanapun, Nasir dilantik sebagai Pengerusi Perbadanan Kemajuan Negeri Sabah (Sedco) baru yang bertaraf menteri.
Akhirnya Musa menggugurkan Datuk Nasir Tun Sakaran - mengakhiri legasi Dinasti Sakaran dan orang -orang Dato' Seri Shafie Apdal di negeri Sabah. Nampaknya sumbangan Tun Sakaran membantu kempen Parlimen Silam tidak memberi markah tambahan buat Datuk Nasir. Apakah penggal ini adalah penggal akhir Datuk Nasir?
Musa Aman juga telah melantik proksinya Datuk Ramlee Marahaban seorang kontraktor jutawan sebagai Pembantu Menteri Kewangan untuk membantunya dalam Kementerian Kewangan Sabah.

Perlantikan kabinet baru Negeri Sabah telah berlangsung pada hari Jumaat bersamaan 10 Mei 2013 yang lepas.
Ketua Menteri Datuk Seri Musa Aman menyifatkan Barisan Kabinet Negeri Sabah, yang menggabungkan muka lama dan baharu, sebagai pasukan yang kukuh, dinamik dan boleh bekerjasama bagi meneruskan perancangan dan pelaksanaan agenda dan dasar pembangunan negeri.

Menteri Pelancongan, Kebudayaan dan Alam Sekitar masih dipegang oleh Datuk Masidi Manjun. Kepimpinan dan perkhidmatan Datuk Masidi Manjun masih diperlukan lagi. Masidi merupakan ahli senior UMNO dan banyak membantu dalam melaksanakan dasar kerajaan di Sabah. Sebelum ini Masidi menolak laporan berita FMT sebagai khabar angin semata-mata. Dan mengatatakan Perdana Menteri Datuk Seri Najib Tun Razak kagum dengan prestasi Musa, kedua-duanya sebagai ketua Umno dan sebagai ketua menteri Sabah. Masidi adalah seorang yang setia kepada parti dan kepimpinan Musa Aman.

Sabah's reserves are more than RM3 billion, the result of the BN government's hard work. Its ability to strengthen the state's financial position has been commended by the Auditor.
Newly appointed Assistant Minister of Tourism, Culture and Environment Datuk Kamarlin Ombi is eager to develop his constituency into a leading tourism spot in Sabah.
Kamarlin, who was among the new faces included in Sabah’s new State Cabinet line-up, said there was still a lot of unexplored tourism potential across Sabah, including in his constituency Lumadan and its surrounding areas.
Meanwhile, another new face in the Cabinet, Masiung Banah, said his appointment as the Assistant Youth and Sports Minister was a testament to the State BN’s recognition of the important role and capability of the youths in taking part at highest decision making level.This is also a manifestation of the hope of the youths in the State who wanted to be seen not just as supporters of the government but be involved directly in formulating policies, particularly those that affect them directly.

United Sabah Borneo Murut Organization (BORNEO) president Datuk Dr Bernard S Maraat described the state cabinet line-up of old and new faces as good for the people and the state. “It is the best line-up because it involves all areas in the state and all races. “Congratulations to the Chief Minister Datuk Seri Musa Aman,” the former Pensiangan member of parliament told The Borneo Post here yesterday.
Recalling the achievements of the management and administration in the last five years, Maraat said Musa is one of the best chief executive officers (CEO) who had led the state economy to continually rise with financial reserves reaching billions of ringgit.
To him, Musa is the architect building Sabah into a developed state, and hoped the state would continue to progress in the next five years to come. “I am confident that under the leadership of Musa more investors will come to invest in the state, providing economic and job opportunities to the people,” he said.
On behalf of BORNEO and the people here, he wished the Chief Minister would continue to develop the state in all sectors. To him, the Prime Minister has chosen the right leader to lead this state. “Musa is the best Chief Minister ever and smart to select the capability of his cabinet line-up. And to those who have been appointed, they must do their job to the best of their ability,” he said.
Maraat also hoped the interior would continue to develop under the Sabah Development Corridor (SDC) with the additional appointments of a full minister and assistant minister holding important positions. He said they were Rural Development Minister Datuk Radin Malleh and Deputy Chief Minister and Minister for Infrastructure Development, Tan Sri Joseph Pairin Kitingan.
In addition, he said there are three assistant ministers, namely Datuk Ellron Alfred Angin as assistant minister to the Chief Minister, Datuk Haji Sairin Karno, assistant minister of Agriculture and Food Industry and Datuk Bobbey Ahfang Suan, assistant minister of Infrastructure Development. “I am confident of their ability to develop the interior in the next five years,” he said.

Chief minister’s victory in 2008 was not based on majority, fundamentalism or extreme populism.The mandate given to him was an acknowledgement that he was rebuilding Sabah, socially and economically.
If he was good for 2008, he is still the best man to take Sabah to the next level.And now its become reality after the GE-13, he still given the mandate to continue serving the rakyats.
The Musa-led government has many challenges and has to meet higher expectations, hence the next five years would be very crucial for many sectors including agriculture and power.

Musa, yang mengangkat sumpah jawatan Ketua Menteri pada jam 5.10 petang tadi, berkata beliau tidak menolak kemungkinan kabinet negeri itu dibarisi oleh beberapa muka baru.
Bagaimanapun, Pengerusi BN negeri itu tidak menolak andaian memilih semula bekas menteri yang tewas pada Pilihan Raya Umum ke-13. Siapa yang banyak berjasa pasti akan dipilih semula.
Sambil mengulangi penghargaan kepada rakyat Sabah kerana masih memberi kepercayaan kepada BN, Musa menyifatkan kemenangan itu adalah kemenangan bersama rakyat dan juga jentera parti.Kita perlulah yakin dengan kerajaan BN untuk memberikan yang terbaik.
Saya berjanji akan menggalas tanggungjawab sebagai Ketua Menteri dengan bekerja dengan lebih kuat bagi memastikan lebih banyak kehendak rakyat dapat direalisasikan dan lebih banyak pembangunan dapat dilaksanakan.. Itulah janji Datuk Musa kepada rakyat Sabah. maka kita haruslah yakin dengan semua itu.
Beliau juga optimis bahawa kerjasama yang terjalin dengan kerajaan Pusat di bawah pimpinan Perdana Menteri Datuk Seri Najib Tun Razak akan kekal terjalin, meskipun berlaku beberapa kejutan pada keputusan PRU13. Bersatu pasti akan kukuh. itulah yang ada dalam diri pemimpin BN.
Musa, yang mempertahankan kerusi Dewan Undangan Negeri (Dun) Sungai Sibuga dengan majoriti 11,569 undi, percaya kejayaan BN membentuk kerajaan dengan majoriti mudah pada PRU13 membuktikan Sabah masih menjadi simpanan tetap parti itu. Kejayaan Datuk Musa berturut-turut di tempat beliau sendiri.
kegagalan BN di beberapa kawasan yang majoriti penduduk Cina dan Kadazandusun, Musa berkata pihaknya akan mengkaji mengapa perkara itu boleh berlaku agar dapat diperbaiki pada pilihan raya akan datang.Itulah yang terbaik untuk BN membuat kajian dimana silap BN menyebabkan ada tolakan daripada rakyat.
BN mengekalkan pemerintahan Sabah dengan majoriti dua pertiga apabila menguasai 48 daripada 60 kerusi Dun. Ini adalah kejayaan bersama dengan semua dan atas sokongan daripada rakyat. terima kasih diucapkan.
Barisan Kabinet baharu yang bakal dibentuk Perdana Menteri, Datuk Seri Najib Tun Razak kelak dijangka menampilkan lebih ramai menteri dan timbalan menteri dari Sabah dan Sarawak.
Jangkaan tersebut dibuat dengan mengambil kira keputusan Pilihan Raya Umum Ke-13 (PRU-13) lalu yang menyaksikan kejayaan calon-calon Barisan Nasional (BN) dari kedua-dua negeri tersebut merupakan penyumbang penting kepada kemenangan BN, sekali gus membentuk kerajaan di peringkat Pusat.
Pensyarah Geopolitik Fakulti Sains Sosial dan Komunikasi, Universiti Kebangsaan Malaysia (UKM), Prof. Madya Dr. Mohd. Fuad Mat Jali berkata, kemenangan parti-parti komponen BN di Sarawak dan Sabah telah membentuk lebih 30 peratus secara keseluruhan kemenangan BN di peringkat Persekutuan.
Sehubungan itu, wajar sokongan hebat para pengundi di Sabah dan Sarawak terhadap BN dihargai dan diiktiraf menerusi pelantikan lebih ramai wakil dari kedua-dua negeri itu di dalam Kabinet.
"Perdana Menteri pastinya mengambil kira faktor berkenaan dalam membentuk Kabinet baharu nanti serta dijangka turut sama membawa pembangunan dan insentif-insentif yang bakal merancak pembangunan sosioekonomi di kedua-dua negeri berkenaan.
"Malah, dengan melantik lebih ramai menteri atau timbalan menteri dari Sabah dan Sarawak sudah tentu dapat memudahkan urusan mengorganisasi setiap projek-projek pembangunan tersebut.
Pada PRU -13 lalu, parti komponen BN Sarawak menyumbang kemenangan 25 kerusi daripada 31 kerusi Parlimen yang dipertandingkan manakala Sabah menang 22 daripada 25 kerusi Parlimen
Kedua-duanya membentuk 47 kerusi daripada 133 kerusi keseluruhan yang dimenangi BN bagi membentuk Kerajaan Pusat.
Timbalan Dekan (Pengajian Siswazah), Fakulti Ekologi Manusia, Universiti Putra Malaysia (UPM), Prof. Dr. Jayum Jawan berpendapat, memang wajar lebih banyak jawatan menteri penuh dapat diberikan kepada wakil dari Sarawak dan Sabah berdasarkan prestasi memberangsangkan yang telah ditunjukkan pada pilihan raya umum lalu.
"Walaupun ini bukan masa yang terbaik untuk menuntutnya, namun Perdana Menteri harus bijak menilai kerana rakyat kedua-dua negeri itu jelas menunjukkan sokongan kepada BN.
"Namun, apa yang lebih penting apabila Kabinet baharu dibentuk nanti, menteri-menteri yang dilantik perlu sedar bahawa mereka bukan mewakili mana-mana golongan masyarakat sama ada di semenanjung atau Sabah dan Sarawak tetapi untuk seluruh rakyat di negara ini
The Federation of Sabah Manufacturers (FSM) congratulated the new state cabinet under Datuk Seri Musa Aman, which it hopes will bring Sabah to greater heights. FSM president Datuk Seri Wong Khen Thau said yesterday that it welcomed the line-up, which he called an assembly of experienced people.
PM Najib bahawa beliau akan menjadi Perdana Menteri kepada semua kaum, bangsa dan agama serta semua rakyat Malaysia telah jelas menggambarkan kebesaran jiwa beliau sebagai pemimpin dan barangkali dengan tekad "cannot change the past, but can make the future" beliau akan melangkah dengan penuh azam yang hanya beliau yang tahu.

Datuk Raymond Tan, who is being retained as industrial development minister, will provide continuity in the industry, but there must also be a team effort with the Infrastructure Ministry (under Tan Sri Joseph Pairin Kitingan) in order to boost industry here in the state.
The concept of providing business-friendly and commercial-friendly (platforms) must be taken seriously by these two ministries if the industrial sector in Sabah is to move forward.

Mengenai cadangan beberapa pertubuhan bukan kerajaan (NGO) agar beberapa wakil BN yang kalah dalam pilihan umum Ahad lepas diberi peluang untuk menjawat Anggota Dewan Undangan Negeri Dilantik, Musa berkata tidak ada cadangan untuk berbuat demikian buat masa ini tetapi sedia menimbangkannya jika ada keperluan.

But it has not gone unnoticed that this time around there is one less Chinese minister and also one less Chinese assistant minister, following the defeat of Deputy Chief Minister Datuk Dr Yee Moh Chai in Api Api and assistant minister Datuk Edward Khoo in Kapayan. The electorate returned three opposition candidates in Chinese-majority seats, the other being Sri Tanjong in Tawau.
If in the previous cabinet, Khoo and Yee were together with Datuk Peter Pang, this time around, PBS’ share in the cabinet went to Datuk Radin Malleh (Melalap) rather than to Datuk Edward Yong (Tanjung Aru).
But in previous cabinets, the Chinese usually were allocated two posts. It was only in 2008 that the Chinese had a third cabinet post.

Sebelum DUN dibubarkan, Kota Belud diwakili tiga pembantu Menteri- Datuk Musbah Jamli, Datuk Japlin Akim dan Datuk Herbert Timbon Lagadan. Datuk Japlin tidak bertanding pada PRU-13, manakala Timbon gagal mempertahankan kawasan DUN Kedamaian.
Jemaah Menteri Sabah pada kali ini, dimonopoli oleh wakil-wakil rakyat daripada Pantai Timur Sabah 11 wakil rakyat berasal daripada kawasan itu, selebihnya daripada pendalaman dan Pantai Barat.

Selepas PRU-13, Umno mempunyai 30 kerusi Dun, manakala PBS 7, LDP 3, Gerakan 2, PBRS 1, 7 Upko. Komposisi Dun Sabah kini 48 BN, 7 PKR, 4 DAP dan 1 STAR.
Di antara komponen parti BN Sabah yang mendapat jumlah teramai dalam jemaah menteri Sabah berasaskan jumlah wakil rakyat adalah PBS, iaitu 85.71 peratus kerana 6 dari 7 ADUN parti itu menyertai jemaah menteri.
Melihat kepada komen-komen di Facebook mahupun di blog-blog mahupun para individu samada daripada penyokong Bn mahpun Pakatan Rakyat, rata-rata mereka menyatakan terkilan, kerana Timbalan Pengerusi Perhubungan Umno Sabah- Datuk Dr Salleh Tun Said tidak terpilih menyertai kabinet.
Selain itu, bagi mereka yang berasal daripada Kota Belud juga terkilan, kerana pada kali ini, Kota Belud hanya diwakili seorang Pembantu Menteri melalui ADUN Tempasuk- Datuk Musbah Jamli.
Sebelum DUN dibubarkan, Kota Belud diwakili tiga pembantu Menteri- Datuk Musbah Jamli, Datuk Japlin Akim dan Datuk Herbert Timbon Lagadan. Datuk Japlin tidak bertanding pada PRU-13, manakala Timbon gagal mempertahankan kawasan DUN Kedamaian.
Jemaah Menteri Sabah pada kali ini, dimonopoli oleh wakil-wakil rakyat daripada Pantai Timur Sabah 11 wakil rakyat berasal daripada kawasan itu, selebihnya daripada pendalaman dan Pantai Barat.

Mereka ialah Datuk Teo Chee Kang, Datuk Radin Malleh, Datuk Siringan Gubat, Datuk Tawfiq Abu Bakar Titingan dan Datuk Jainab Ahmad Ayid.
BN Sabah melakar kejayaan dalam pilihan raya umum ke-13 yang menyaksikan BN mengekalkan kuasa dengan majoriti dua pertiga, memperoleh 48 daripada 60 kerusi dalam Dewan Undangan Negeri manakala pembangkang memenangi 12 kerusi berbanding tiga pada 2008.
Barisan Kabinet Negeri Sabah, yang menggabungkan muka lama dan baharu, sebagai pasukan yang kukuh, dinamik dan boleh bekerjasama bagi meneruskan perancangan dan pelaksanaan agenda dan dasar pembangunan negeri.

“The opposition have been badmouthing the government, but they forget that their leaders did not fall from heaven,”
Their calls to change government is just an act to attract the people’s attention but it is a waste of time because the Malaysians in Sabah are not easily fooled, they are smart and mature, and know what is best for them.
We know that the opposition have been going in and out of villages. They are trying to influence the people. But we must realise that whatever change that should happen, it should involve good government.

Datuk Seri Najib Tun Razak has described the opposition leaders' refusal to accept the results of the 13th General Election (GE13) which were in favour of the Barisan Nasional (BN), as the greatest hypocrisy.
The prime minister said on the other hand, the opposition could accept the results that benefited them despite claiming the polls were tainted by fraud.
"If the electoral system was tainted, hit by fraud, why have the swearing-in in Penang and Kelantan, and engage in a tussle (as to who should be sworn-in as menteri besar) in Selangor? Why accept (the results) in Permatang Pauh, Gelang Patah?
"The same system is used at the state and parliamentary levels. If the results benefited them, (they) accepted the results. If they were in BN's favour, they objected them. This is the greatest hypocrisy," he said at Umno's 67th anniversary celebration at the Putra World Trade Centre here Saturday night.
Najib said, as an advocator of democracy, the opposition should accept the people's decision based on the system adopted under the Constitution.
Najib, who is also BN chairman, said before GE13, he had stated that he was ready to accept the decision of the people.
"They (the opposition) talked a lot about democracy, they had said that the people would determine everything...after the election, they refused to accept the results of the parliamentary democracy decided by the people," he said.
He also hit out at the opposition for giving various excuses for the defeat, like alleging that the BN brought in Bangladeshis as voters, and questioning the use of the indelible ink which they were the ones who had demanded for its use, in the first place.
"They resorted to lies on social media, spread stories by word of mouth to the extent that even intellectuals were taken in. This is the bad way of the opposition," he said.
The prime minister said, instead of spreading lies on social media, they (the opposition) should have taken their claims to the court.
Najib also chided the opposition leader for putting the people in difficult situations and tarnishing the country's image after failing to take over the reins of the government, since the last four general elections.
"So, if you want to do lecturing abroad, go ahead. Why wait any longer. You have failed four times, why continue to hold your position?
"Is this what is called practising democracy? Is this the fight for a fair and open system? That there is no corruption and nepotism (in your party)?
"But today, the (PKR) deputy president claimed that there is nepotism in the party. This is double standard," he said.

Calon Barisan Nasional Usukan Datuk Seri Salleh Tun Said berkata, sejak dahulu hanya kerajaan Barisan Nasional sahaja yang mempunyai trek rekod membela nasip rakyat khususnya di Kota Belud.
Dengan kerancakan program Transformasi Negara, pelbagai inisiatif telah diambil kerajaan dalam usaha meningkatkan ekonomi rakyat. Oleh itu usaha kerajaan dalam membantu rakyat tidak boleh dilupakan dan beralih arah kepada pihak lain
Ketua Menteri Musa Aman juga berkata``Kerajaan telah komited untuk terus pembayaran tunai khas, pembangunan dan pembiayaan operasi melebihi 20% daripada hasil minyak dan gas,'' kata Musa, yang menjanjikan untuk dipadankan dengan janji Pakatan Rakayat untuk memberi Sabah 20% royalti.
Kadar kemiskinan juga telah dikurangkan dalam tiga tahun lepas dengan Musa berkata kerajaan Barisan berhemat dalam perbelanjaan 4.08 Bilion Ringgit .
Menteri Pembangunan Masyarakat dan Hal Ehwal Pengguna Sabah, Datuk Azizah Mohd. Dun membidas pembangkang yang menabur pelbagai janji berhubung penambahan bantuan Azizah, berkata, pembangkang hanya pandai menabur janji tetapi semuanya hanyalah janji palsu.
Namun begitu, beliau percaya rakyat tidak mudah disogok dengan janji kosong kerana mereka tahu menilai dan melihat kerajaan yang sedia ada mampu membawa kepada pembangunan.
"Saya yakin rakyat Sabah bijak dalam menilai dan tidak boleh dibohongi kerana mereka juga pandai dalam membuat pilihan yang bijaksana,"
RETAIN the ones with a good track record and replace those who did not perform with new faces.This is what the people in Sabah want to see in the state cabinet line-up, which comprises three deputy chief ministers and 11 ministers and their assistants.
Chief Minister Datuk Seri Musa Aman, who is expected to helm the Finance Ministry, will have a lot to choose from as he evaluates past performances and gauges the ability of the new faces.
Favourites to be kept in their portfolio are Datuk Masidi Manjun, who was state Tourism, Culture and Environment Minister since 2007, and Datuk Raymond Tan Shu Kiah, the state Industrial Development Minister.
Eyes are on who will take over the Resource Development and Information Technology Minister portfolio held previously by Datuk Dr Yee Moh Chai (who lost in the election) for two terms.
The return of former chief minister and state assembly speaker Datuk Seri Salleh Said into politics, also brings an interesting twist as to where he will be placed.
"In general, Musa will probably look at those who can take care of the interests of the people and help further strengthen Barisan Nasional over the next five years.
"He might need to find leaders with a futuristic outlook on rural development and infrastructure development portfolios, especially for the Kadazandusun Murut village folk who need them to be their voices," said senior lecturer at Universiti Malaysia Sabah, Zaini Othman.
Datuk Hajiji Noor, who previously held the Local Government and Housing Ministry portfolio, might be shifted to another portfolio to make way for someone more constructive in enhancing the services of the urban people, added Zaini, who majored in political science.
"As for the Resource Development and IT portfolio, it might be someone new to suit the nature of young voters as they become more involved in the country's politics via the new media platform."
Businessman Dr Jurin Gunsalam, 33, said the people wanted the things listed in the state BN Akujanji to be carried out, so the government should consider initiating a mechanism to monitor whether all the promises are kept.
"The younger generation would like to see dynamic, progressive and liberal leaders identified in new faces being given active roles, like Datuk Joniston Bangkuai (Kiulu) and Limus Jury (Kuala Penyu).
At the same time, we want ministers who performed like Masidi reinstated," said Jurin.
His sentiments were echoed by Harjinder Kler, who works with the environmental non-governmental organisation Hutan, who said Masidi had addressed a lot of environmental issues and was the perfect person for tourism and culture.
She also agreed that someone younger and technology-savvy should replace Yee in the IT portfolio, stating that "a good first criteria is to see if that leader has his or her own social media presence".
Like Zaini, Kler said the post of infrastructure development minister should go to someone with an engineering, architectural or planning background.
A writer who works with indigenous communities in Malaysia, Leo Alaza, said he did not have any special preference on personalities, but expects the best from the entire cabinet.
"What the indigenous communities want is a state cabinet to really understand the true aspirations and genuinely reflect them in their decisions and actions.
"To achieve this the communities expect to be consulted first before any decisions are made that will affect them especially with regard to their traditional lands, territories and resources."
The Sabah State government will need to take serious consideration on appointing its cabinet after this.
Hopefully Datuk Musa Aman will make the right decision on this issue, an effective cabinet is the key to a more successful governance.
